Build the link as follows.
http://<domain_name_or_IP_address>:1975/r/a/uuid
Replace uuid with the UUID of the selected chapter, section, or paragraph.
To use an alias, put the document's published link in front, as follows.

The web viewer that shows a selected chapter, section, or paragraph also supports comments.
