You need the “Administrator” permission.
Send notification messages to users as follows. If you have configured the mail server, an email is also sent.

Notification Settings
The Scheduler (EventClearScheduler) deletes notifications periodically. Keep anything you need to retain by other means.
Click the <notifications> icon in the sidebar, and then click the <Send Notification> link in the notification panel.
Enter the “Subject” and “Content”.
Select users.
Click the <Send Notification> button.
Users cannot opt out of notifications sent from this menu.
